A: | They are from Paris. Cy is from the "16eme arrondissement," the most expensive district in Paris along with Avenue Foch. I know that he doesn't look like a guy coming from the 16eme but that's because he's kind of a rebel. He started as a DJ in Paris for several years, then he had some bad experiences for many years and that's why he wasn't able to make a serious band. He was too stoned to really work his music. A: | I'm watching it on UMD as we speak so I don't know if the time is exactly correct. Frank beats up the FBI agents in the house: some orchestral score is playing. It then cuts to the dad driving up to the convention and a version of the Transporter 2 theme is playing. After he coughs a bunch it cuts to Frank at the payphone on the street calling the French detective. The song playing that's just some very quiet simple synth noises there is more original score that I don't think was included on the soundtrack. Usually they'll get other composers near the end of production to throw together some songs to fill in some parts and those composers aren't credited, so this is probably the case there.
