A: | This is what I found. I believe it is Vladimir Vysotsky, who died in 1980.
Read more about him here. As for the song, the closest thing I could find was a track of his called "A Bit Slower" and getting good quality recordings of his music is difficult because of where (USSR) and when they were recorded. In the end, I found some interesting music but I still believe the specific singer in White Nights is someone else because of the quality of the recording. I would still like to find the exact track.
